The Conservative party manifesto contains no real benefits surprises, instead it is laden with already well-publicised threats to claimants, rather than promises.  In all, the Tories plan to cut a massive £12 billion from the cost of benefits, almost all of this coming from a crackdown on personal independence payment (PIP).

The manifesto includes a pledge to tighten up the work capability assessment from 2025, which the Office for Budget Responsibility said in January will mean 600,000 claimants will be placed in the LCW group rather than the LCWRA group by 2028-29.

The fit note process will be overhauled, with GPs no longer playing a part in the process, something Sunak highlighted in a speech in April.

Sanctions will also be toughened up, something else Sunak spoke about in his April speech.

The forced migration of legacy benefits claimants to universal credit is to be brought forward, a process which the DWP has already announced will begin in September of this year.

A crackdown on fraud, which will see the DWP given police powers to search and seize, as well as post office type powers to carry out prosecutions.  This is something else Sunak already threatened in April of this year.

It is the proposed changes to PIP, set out in the Green Paper currently being consulted on, which will be relied on to provide over £10 billion of the £12 billion in savings, however.

But the Institute for Fiscal Studies (IFS) has cast doubt on the Conservative claim that they can cut spending on benefits by this much by the end of the next parliament.

They argue that changes to the WCA would only save £1.4 billion.  Other measures, such as harsher sanctions and changes to fit notes would save very little.

So the vast bulk of the savings would have to come from changes to PIP.  The IFS point out that spending on PIP is forecast to be £30 billion in 2028-29, so a cut of anything like £12 billion “would be a huge proportion of the existing bill, meaning a lot of people losing significant sums”.

Previous attempts to cut spending on disability benefits have failed and unless any changes apply to existing claimants, rather than to new or reassessed claimants, then any savings will take many years to realise.

But, as it now seems extremely unlikely that the Conservatives will form the next government, it is Labour’s attitude to reform of the disability benefits system that is of most importance for claimants outside Scotland.

Thursday’s Labour manifesto publication may tell us more.  But based on Labour’s tight-lipped approach to any changes it may have planned, we probably won’t know much until after the election.

      @Dinkydiver I know several people who have committed suicide directly in response to the Tories' bullying, unjust nd appalling treatment of then. Sadly, they;re not fraudsters, but genuinely vulnerable. What incenses me most is their treatment of 'special needs' people, those ones who are so cognitively impaired since birth or early childhood that years ago they'd have always lived with their families or in special caring homes - which while could be a bit dull, relieved them of form filling & the financial world which they were totally unfitted for - whatever else they could do - often quite a lot. So they could take part in a sheltered working environment, & partake in the 'outside world' as & when.
        This government wastes so much working potential because it refuses to help people into & keep jobs - even careers - which suit their particular abilities, taking account of disabilities or recurring illnesses or chronic conditions.
       Also it's the first time a Government  has discounted qualified medics totally in favour of totally ignorant pen pushers to sign off - or more likely not -  ill people from work.

    Hi All,
    It is all very well coming down hard on benefit swindlers, the Albanian £50,000,000 being a case in point. However what is often overlooked by politicians is how much extra benefits would increase if everyone that is due benefits was to claim them. For every cheat there is probably a hundred people with no idea and no one to guide them to what they are due. As for giving the dwp powers equal to or even exceeding the police to look at bank accounts and carry out seizures of property and goods I do not think any other western country would treat their citizens with such disdain.

    Conservatives make my conditions worse, I have autism, ptsd, depression and anxiety. I have daily support. With there cuts I’m terrified I won’t be able to afford my support. My pip helps me pay for that. Being forced to work makes me feel suicidal. I wouldn’t cope.

    I'm certainly not voting Conservative this time , I'm not a fan of mel stride , they need to claw some money back so why don't they take a pay cut , my daughter inlaw broke her back   she was awarded enhanced pip she had a mobilty car because she cannot walk , her video call from capita was awfull the lady said il give you a good report , yes she certainly did that they have took her car off her saying she doesn't warrant 1 , so now she is house bound   she has bought  a 2nd hand mobilty scooter but doesn't help when she goes to hosp once a month for her injection in her spine , so no I'm not voting Conservative this time   labour not really said what there policy is but cannot be worse then these .

    Whilst I don't see them having the MP numbers to form the next government, I am very concerned about the PIP recommendations under discussion presently. It would appear they will push to change the criteria to give them the ability to reassess people and not renew their benefits or reduce benefits paid. I believe those with severe mental health issues and veterans will suffer the most.
    A voucher scheme I believe would stigmatized, label people and I strongly believe it would be discrimination. How can someone pay an individual who they bring into their home to help with a little bed one and pay them with vouchers?
    Picking medication, food or other services 
    needed from a brochure who benefits from this? The companies/ individuals the government dictate surely this is not democratic and allows companies to make money on the back of the disabled? Will it be value for money? 
    Looking at medical treatments I believe it will just push the financial burden on to the NHS and local community services that are already stretched. It is not about creating a stressless  life for people but creating more stress and more people falling between the cracks. Carers having to go out to work full time to meet the basic needs of daily living whilst having to leave relatives alone for long periods of time.

      @Lynn Sheridan the voucher benefit can't possibly work - which is why they're wanting it. Thatcher brought in DWP so proplr were allowed ££ according to disabilities and levels of, but with the freedom wo spend it how they liked. for example you might go without transport for weeks & stay at home to afford something else, or a little holiday. One month you might need to spend more on home help than medical extras. We had RESPECT and the autonomy to live more independent lives.
       it would cost silly money to implement & will make social services even less efficient than they are now. They should be fighting against it.

    Labour did not do much to help the disabled too according to their manifesto today.  Some said Labour probably have same welfare policy as the Tories so both parties did not help the disabled let alone a cruel plan.

OR a DENTIST - are sacrifices - which TORIES make others make. I wouldn't want SKY if it was free. We Didn't have it growing up. Had a life instead.

    I still don't have it,or Netflix,or Internet, I've no car or holidays,or new clothes,or even a window cleaner. I don't socialise, go to hairdressers, I don't go into town, My tv was given to me by my parents.
    My back doors hanging off, well who cares, I've sod all to steal.
    But fancy growing up with no Sky tv. How did he survive. 
    But WE are the problem!!!,

Braverman is another gideous evil fascist. odd how these immigrants are these days the first to try to stop others. personally i'd have voted for a dead dog if it had stopped the families of these 2 getting in. However, most of the staff in my brother's care home are immigrants & wonderful. They and many like them in NHS are who keep this country at least on its knees, not just flat on its face as it would be otherwise.

    A conservative member rang my doorbell last night canvassing.  I told him that I would never vote conservative after what theyve done to disability benefits. I repeatedly told him it was an abomination and however friendly he sounded his party was absolutely appalling.  I wonder what this country would be like with a government that actually cares and looks after us. 

    I too am incredibly nervous about labour's plans and election night I'll be thinking of you all.

    A few weeks ago,I heard from someone who said they knew that all this was scare tactics and it would never get through, not so sure now,I feel they are out to aniliate the sick and disabled, the lack of information about carers allowance recipient's is also alarming,the fact that we have huge pressures being put on us,with no real detail is very cruel and is causing so much mh,I myself have had to ring mh services and get myself booked in again,I was on it last may but didn't find it helpful for my conditions which unfortunately have gotten worse over the last year and this is literally leading me down the road again towards another breakdown, this is a form of mental torture for all of us and the very fact we can't do anything about it is compounding the anxiety, rule no 1 in mh is sort the problem thats causing the distress, find a solution or a compromise to settle the nerves back down ,we can not do this and my nervous system is in constant fight or flight 24/7 all because of this,it really is the mist awful and cruel attack by people who literally do not give a single thought about the welfare of the sick and disabled

    You know that gulping thing you do when you are so afraid you can barely breathe? That's me,all the time, in the run up to the fear of these changes becoming a reality. 
    Now why do genuinely sick and disabled people have to be put through real trauma by the very people they depend on to get it right for them. 
    What kind of power hungry cretins take pleasure in putting us through stress to the point we'd rather not be here than face it. 
    We've had far too long under their jack boot. I just hope whoever takes the reins actually has signs of a beating heart, because I can't take much more of this, none of us can. 
    There's only so much of a sustained kicking anyone can live through. 
    I can only speak for  myself when I say I am unwell daily, not now and then, but every single day. Because of multiple conditions. I feel the pressure is making me barely want to lift my head. Are better days coming? Here's hoping.
