One quick point, your topic refers to a Statement of Reasons, this document has no specific form and it is not unusual for the DWP to believe that they have already supplied this.
If you are able, I would start by phoning your local DWP office to confirm that they have actually received your requests, there is no reason why they should not have, but is the first question that the ICO will ask.
If they have, then you are entitled to make a complaint to the ICO, there is a link on the following page.

If they have not, then I am afraid that you will have to re-submit your request, I would then give it a week and phone to confirm that they have received it.

I do appreciate the difficulties and the cost, but it will confirm that the requests have been received and not yet serviced.
I am told phoning before 9am is a good time to contact the DWP.

So here is a warning that the Post Office can screw up the deliveries.
The lady I spoke to said theat the award was made on April 9th. The letter I received from the DWP was dated 2nd May 2013. I assumed that the 2nd May was the start dater. She said ESA50 would likely be sent out February time roughly 6 weeks before the renewal date. Then the whole process starts again. That's why I need to see what they said about me. Foewarned is forearmed.
