Prime minister Rishi Sunak appeared to blame claimants for high taxes and high migration numbers as he set out his five point plan for welfare reform in a speech given yesterday at the right-wing think tank, the Centre for Social justice, founded by Iain Duncan-Smith.

The five welfare reforms the Conservatives will introduce if they win the election are:

  • the WCA will be made harder to pass;
  • GPs will no longer issue fit notes;
  • legacy benefits claimants will move to UC sooner and work requirements will be increased;
  • PIP will no longer always be a cash benefit and fewer people will be eligible;
  • DWP to be given powers to seize goods, arrest claimants and impose fines.

Irresponsible burden

In his speech, Sunak claimed that there 850,000 more economically active people in the UK since the pandemic, due to long-term sickness.

He argued that the country “can’t afford such a spiralling increase in the welfare bill and the irresponsible burden that would place on this and future generations of taxpayers.”

 As well as increasing taxes, the rising number of claimants is to blame for high migration numbers according the prime minister:

“We can’t lose so many people from our workforce whose contributions could help to drive growth.  And there’s no sustainable way to achieve our goal of bringing down migration levels, which are just too high without giving more of our own people the skills, incentives, and support, to get off welfare and back into work.”

Sunak went on to set out five welfare reforms the Conservatives intend to introduce in the even that they win the next election.

Reform 1:  the WCA will be made harder to pass

Sunak argued that in 2011, only 20% of those assessed under the work capability assessment (WCA) were found to be unfit for work.  But the figure now is 65%.

“That’s wrong. People are not three times sicker than they were a decade ago.” Sunak argued.

The solution is to make it harder to pass the WCA, something the government is already drawing up plans to do.

“So we are going to tighten up the Work Capability Assessment such that hundreds of thousands of benefit recipients with less severe conditions will now be expected to engage in the world of work – and be supported to do so.”

Reform 2:  GPs will no longer issue fit notes

The Conservative’s attempts to replace the sick note with the fit note, which says what work you can still do with support, has been an abject failure.

94% of fit notes still sign people off completely.

So, now the Conservatives plan to stop GPs issuing fit notes altogether and give the job to people who may not even be medically qualified:

“So we’re also going to test shifting the responsibility for assessment from GPs and giving it to specialist work and health professionals who have the dedicated time to provide an objective assessment of someone’s ability to work and the tailored support they need to do so.”

A consultation on reforming the fit note process was launched yesterday and will run until 8 July 2024.

Reform 3: legacy benefits claimants will move to UC sooner and work requirements will be increased

Sunak announced that “we’ll accelerate moving people from legacy benefits onto Universal Credit, to give them more access to the world of work.”

The DWP have since used X (formerly Twitter) to reveal that

“The Prime Minister’s welfare reform speech earlier today announced the acceleration of the Managed Migration of legacy ESA/ESA & HB cases to #UniversalCredit. All migration notices will now be sent by the end of December 2025. We will work with stakeholders on the detailed plans.”

The rules around UC and work should also be tightened according to Sunak.

Instead of nine hours, “Anyone working less than half a full-time week will now have to try and find extra work in return for claiming benefits.” 

In addition, “Anyone who doesn’t comply with the conditions set by their Work Coach such as accepting an available job will, after 12 months, have their claim closed and their benefits removed entirely.”

Reform 4: PIP will no longer always be a cash benefit and fewer people will be eligible

Sunak claims that spending on PIP will increase by 50% over the next four years unless the rules are changed.

He argues that whilst some people need money for aids such as handrails or stairlifts “Often they’re already available at low cost, or free from the NHS or Local Authorities.  And they’re one-off costs so it probably isn’t right that we’re paying an ongoing amount every year.” 

In addition, claimants with mental health conditions are to be targeted because “for all the challenges they face it is not clear they have the same degree of increased living costs as those with physical conditions.”

In fact, Sunak wonders if these claimants should be given money at all:

“And we’ll also consider whether some people with mental health conditions should get PIP in the same way through cash transfers or whether they’d be better supported to lead happier, healthier and more independent lives through access to treatment like talking therapies or respite care.”

Sunak announced that a consultation will be launched in the next few days to decide how to stop the PIP assessment system being “undermined by the way people are asked to make subjective and unverifiable claims about their capability.”

The government wants to see more medical evidence required to substantiate a claim and “a more objective and rigorous approach that focuses support on those with the greatest needs and extra costs” with a limit on “the type and severity of mental health conditions that should be eligible for PIP.”

Reform 5:  DWP to be given powers to seize goods, arrest claimants and impose fines

Sunak announced that the Conservatives are preparing “a new Fraud Bill for the next Parliament which will align DWP with HMRC so we treat benefit fraud like tax fraud with new powers to make seizures and arrests. And we’ll also enable penalties to be applied to a wider set of fraudsters through a new civil penalty.”

In other words, the DWP will be able to search claimants homes, seize possessions such as computers and mobile phones, arrest claimants and impose fines.

The plan to give the DWP police powers is something we have been warning about for some time.

Will any of this ever happen?

These plans are largely based on the Conservatives winning the next election.  There is no indication that any of them will be supported by Labour if they win.

Of them all, the one most likely to come about whatever the election result is the earlier date for moving income-based ESA claimants to UC.  The move was delayed by the government until 2028/29 in a bid to save money and the pause was never popular with the DWP, who would prefer to complete the process in one go.

There is a real possibility that whichever party is in power next, they will decide that yet another change of date will cause too much confusion.

For the rest of the reforms, the best we can say is that when it comes to voting, claimants now have  a clear picture of what the Conservatives have planned for them - even if Labour’s intentions are still unclear.

    According to Neil Couling Director General of DWP legislation to move to UC, Esa and hb claiments  is already written, that options to move these claiments before 2028-29 subject to ministerial and HM treasury approval ,using the existing programme and expertise to allow claiments better financial support and employment support earlier. So it looks like regardless of Hunt saying 28-29 the possibility of earlier migration was always on the cards.

    Making all these things harder does not go any way to making people well enough to get or stay in work.
    It changes nothing. At least nothing positive. You are still sick,disabled and can't work.You will be in deeper poverty.
    This is storing up real trouble for every agency and disability charity out there, and will put such extreme stress on the NHS we ain't seen nothing yet. MH problems will soar. 
    I wish they'd stop blaming the vunerable for the position they are in and stop penalising them more and more at a ridiculous rate.
    It's wanton cruelty. Stop hurting us further. We hurt deeply enough.

    This government will be digging up corpses next and get them out to work.
    Am 76 and on DLA. Had an ankle fusion on December 7th 2023.  It is now over 4 months later and I am still on crutches and in a lot of pain and cannot put my weight onto the foot which was operated on. Had a backslab on for 2 weeks, then I had a full cast on for 6 weeks, then into an aircast boot.  Still in that.
    I did not get the 6 weeks "free care" from the local authority, which was supposed to happen but never did after my discharge.  Just been struggling alone, except for my son who visits me once a week to assist me.
    It would not surprise me if the government says I am well enough to get a job.
    Still get stigmatised by other pensioners though "Oh what did you do?" - "I was a researcher, or I was a teacher or I was a bank manager!"
    I even get "why don't you do some voluntary work"
    Looking after myself is a full time job.  It really does take me all day to do anything.

      And to add - my local authority gave me no help at all, despite my calling them. Told me that there was a long waiting list.
      The hospital also left some of the metal staples in my wound, which they missed and I had to call 111 who incidentally were great and sent round two nurses to take out the stitches, however, would not touch me with the discharge letter from the hospital.  Then, after telephoning my GP for for further help who did get "The Rapid Access Service" to me. A senior O.T. and her assistant.  They checked my flat out for hazards and moved a couple of rugs in case I tripped over them. The O.T. also showed me how to descend my stairs safely in case of fire.
      That was my lot though.

    I do wonder whether the DWP statements of the past, that when undergoing managed migration ESA SG claimants will be transferred initially onto the equivalent UC Group. Then when having any medical assessment the undertaking  made by Mel Stride that the new, harsher Mobility Descriptors in the pipeline will still not apply to current claimants. Or will the fact you are migrated from ESA onto UC mean you fall into the bracket of a new UC Claimant and thus be subject to the ew tighter Mobility Descriptors. That hasn't yet been clearly explained.

      @micksville Well I defo think that if we are put into the support group of UC from ESA, I know we won't be long in it before they get as much of us back out of it, if we are not wired up to some life support machine that is.

      @Gambolputty Thank you for your comment.  I have a severe mental health condition and statements like Rishi Sunak only go to make people far worse, ironically and further away from any improvement.  I also lose all perspective and worry about these things as if they are going to happen tomorrow.  So your comment does help.  Do you know for a fact that there will be no assessments when migrating? (I'm in the SUpport group of ESA.)

      @Gambolputty Do you know I feel so much better now you put it that way ,I got told to apply for pip and I still work ,I only monitor things on computers and im riddled with arthritis and have now got to use a crutch I was so stressed about it but you have worded it wonderful

      @micksville There are no assessments when migrating, you just go into the equivalent group for ESA, so support group goes into LCWRA, and WRAG into LCW.

      The government have also said that nobody with current LCWRA or equivalent) will be retested outside of a change in condition, suspected fraud, or if you have a short term award for being pregnant/cancer treatment. 

      Their wording was that "these changes will not affect anyone in the LCWRA/Support group whose circumstances stay the same. "

      To be honest, my assumption, and it's only an assumption is that these changes are unlikely to happen as Rishi Sunak would like. They all bank on the Tories winning the election. And even if they did win, they would still need to go through the relevant channels, and likely end up shot down along the way. It all looks like a last ditch attempt to blame anyone but him before this fast approaching election happens. 

      And going by the news pieces and general opinion from those reading them, few are falling for it, and these policy ideas are NOT popular by any means.

    I am not sure how many people are on disability benefits, but Sunak has just lost every single vote by these people. A general election is looming, and he decides to tell people who can't work to go to work, or else the guy is a complete tool if he thinks he will win the election. I know many people claim disability benefits who are not disabled and are just frauding the system, but many are seriously disabled and sick and struggle to get out of bed in the morning because Sunak seems to think there is a magic wand. He is delusional but he does not have to struggle each day with mental health when he has a fat bank account, the guy makes me physically sick.

    There are millions of disabled people in the UK who need to form coalitions with the trade unions and other groups in society to fight against these measures. I am really ill yet I will have to get involved in the fight and encourage all others to do so. The other choice is to wait like lambs to the slaughter for the axe to fall on us.

    Also as someone who is disabled and is currently being forced out of my job by my employer.... where are the tories going to get jobs for everyone? They might need to think of incentives to make them willing to accommodate employees. Saying they have to make reasonable adjustments as long as they aren't prohibitive isn't really cutting it. What employer wants someone who has a track record of being unreliable due to illness, who needs reduced hours and other adjustments to enable them to carry out their role?

I was in jobs where you're basically dealing with the public and I was having bad panic attacks infront of people whist trying to do my work ,therapist advice was to carry on and work through it until they stopped,but my employers couldn't deal with me having the attacks,one of the bosses used to flee the room because she didn't want to see it,I was ""let go"gor
       not being able to do my job in a manner as such to represent the company ( s) in a good light,ended up agoraphobic in the end because it pushed me over the edge

    This all really makes my blood boil, if they put a third of the effort in chasing tax avoidance they'd have plenty of money to pay benefits to the entire country.... but its an election year and unfortunately the disabled are easy pickings and a good smoke and mirrors game to hid the mess they'd made of the country.... brexit anyone....🤦‍♀️

    I'm not a Dr but if you lock people in the own homes for months on end of course it going to have a toll on mental health.... and just because you don't like the facts you chance the goalposts? 

    Also if they put the money all these extra health professionals, admin staff etc will cost into the NHS people might be able to get the help they need to get better..... plus where are they getting all these extra people from?

    Sunak and his wife are worth £525 million plus not to mention the extended family fortunes. Why would a person who never struggles or has to turn his heat off or not eat for a day give a shit about mental health or poverty or low income family's. We have to remember we put the tories in and look how they have been since covid liars a plethora of leaders in the least time,sex scandals, treason, fraud, all sorts yet we allow these idiots to run a once great country. Like a pervious post if I had the money I would leave it’s not home anymore it’s not fair. I want out in more ways than one it’s not fair.

      @Andy Yes, but Labour aren't any better. Starmer is a multi millionaire and doesn't have any financial woes, there has been just as much 'sleaze' and expenses fiddling etc from Labour and they have said they will be much tougher on benefits. There really is no better choice.

    In today’s Mail Online an article by a journalist showed he was able to purchase Fit Notes on line without even seeing a doctor! It’s fraud. And because of people who are doing this, genuine claimants are lumped in too. No wonder the government wants to cut the welfare bill. I don’t support what the government propose but the issue of Fit Notes definitely needs sorting.

      @Sean This is of no help to real claimants, journalists doing this kind of thing just makes it look like we're all frauds and makes it even harder for us to be heard  and it paints a bad picture of the current system, I've never known anyone get a sicknote online without heavy scrutiny from a doctor as to why they need one,our gps are tough on giving them out and I fact ladt time my son needed one he had to virtually plead his case that if he didn't get one he would self harm because his job  was pushing his mh seriously in a bad way and he was losing the plot

      Haven't they also said that claimants bribe assessors at the WCA?

      In addition, a sick note doesn't entitle benefits to anyone. No one receives any benefit until they get assessed through a WCA. And it's only valid for three months maximum.

    I've always said since dealing with Ian Duncan Smith and , those previous and after, that the Tory party are absolute pure evil who fully utilised the disability welfare reforms implemented by Bliars Nu Labour(wannabee Tories) government( New Deal for Disabled 1997)

    It is unbelievable that a government is planning as good as euthanasia for those with severe mental illnesses, bring it on I'd rather be dead than be inflected with the rules coming forth from the rich who have no understanding or empathy for the disabled, especially those with mental health issues, shame on the conservative government for treating the poor so poorly!

      @mae-3 This is my mentality also,I can't engage in work and I was fully prepared to have to walk away from esa,I thought at least I would still have some income via pip to meagerly survive on,now it looks like I will be destitute as i recieved the piints on mh, they completely ignored my other physical conditions and ignored my consultants letters re cronic migraines,vertigo and dysmotility,they are literally going to cause people to have no option but not be here anymore. I am absolutely terrified by this and nothing will convince me they aren't dlready ready to try and push this through before the election my nerves nave not stopped shaking dine Friday morning

      @mae-3 Mae3 I 1000% agree with you I'm severely disabled with rhomotode Arthritis which I'm in severe pain I cannot hardly walk w8tn on an operation on my rite foot to remove my side of my foot & completely amputate my small toe I also suffer from sciatica & Rhumatoid Arthritis in my back & chronic Deppresion I've got a full back of medication I've to take in the Mornn & nite why doesn't the know it all's in parliament stop givnn themselves pay rise & second homes & live on the benefits that disabled people have to live of to help them with there disabilities I know for a fact they wouldn't conservatives do not think of the disabled people or people who have mental health problems all they're thinkn abt is Themselves as useall

    These Tories are out of their minds. Just a few months ago, they said that nurses, pharmacists, psychotherapist, dentist, etc would be able to issue sick notes. But all of a sudden they've now decided to disallow GPs issuing sick notes.

    Are they reading the Daily Mail every day, as it blabbers about disability benefits and people with long term health conditions on a daily basis!

      @Disabled person All the training they want to send you to is CV writing and job search The past Sunday, they scrapped their the Work and Health Programme which they said was to help people with disabilities and long-term health conditions.

      They don't want to help anyone to get back to work. All they want is to cut those miserable benefits to people.

    Are we in danger of going back in time to the era of the workhouses? I hope and pray labour dont get any ideas from Sunak. Why do people vote in these monsters? I'm from n ireland and as bad as our government in stormont are they would never sanction these proposals if they had the choice unfortunately we have to whistle to Westminsters tune to get our money so to speak. What's wrong with the British public that they just lie down and roll over and take all that's foisted upon them, in France they would be on the streets. Black lives matter got good support and rightly so, but what about disabled lives surely they matter too. Is there anyone please out there someone with a bit of know how and in a postion to do something to help us. It's all well and good charities condemning it, but actions speak louder than words so please get moving soon b4 we're all banging on the door of the workhouse.

    hi, just worried sick on so many levels :-(.  it`s really scary and feels like being hit for six.......including the bringing forward of the managed migration timetable....last autumn i was worrying about it, then looked like there was breathing space only now there isn`t...just a horrible sense of helplessness and powerlessness...head freaking stuff.....

      @Gambolputty While I agree, a lot of the kinks have been worked out of the system. I don't think that is people's main concern; I think it's the fact that those transferring from ESA with SDP to UC will lose hundreds, if not thousands of pounds.

      @beehive 1904 The managed migration should (in theory) be quite straightforward. If they're doing everyone all at once, they won't want to faff around dragging their feet. 

      In my case, when I migrated due to moving house it was extremely fluid and sensibly done, with extra ESA/HB payments in between the swapover so I didn't lose out or go short.
