Thirty eight pages of amendments have now been tabled for the committee stage and third reading of the Universal Credit and Personal independence Payment Bill tomorrow.  The Commons will have just one chaotic session to work through them all before voting on a final, amended version, of the bill.

The Deputy Speaker will select which amendments are to be considered and group some together to speed the process.  For a bill which will affect the lives of millions to be rushed through in an afternoon in this manner suggests a desperate desire to avoid scrutiny on the part of the government.

In the days running up to the third reading, MPs of all parties have put forward amendments. Some are unlikely to pass, such as a Conservative amendment (NC12) limiting eligibility to PIP to British citizens and excluding claimants with “less severe” mental health conditions.

Some others also overlap, with MPs from different parties putting forward amendments dealing with the same or similar issues.

Readers may want to contact their MP one last time, urging them to vote against the bill, but also suggesting amendments they would like them to support in the run up to the final vote – in case the bill is passed.

Graeme Downie amendment (17) which allows for the severe conditions criteria to apply to claimants who have fluctuating conditions, such as Parkinson’s or multiple sclerosis.

Kirsty Blackman amendment (33) which removes the requirement that, for the severe conditions criteria, a diagnosis must have been made by a health professional providing NHS services. 

Debbie Abrahams amendment (19) which changes the date on which the universal credit cuts start, from April 2026 to November 2026.

Dr Marie Tidball amendment (NC11) which establishes a Disability Co-Production Taskforce for the Timms review.

John McDonnel amendment (NC8) which prevents any proposal from the Timms review adversely affecting anyone’s eligibility for PIP.

    Just the "long title" says it all for me:

    "A bill to make provision to alter the rates of the standard allowance, limited capability for work element and limited capability for work and work-related activity element of universal credit and the rates of income-related employment and support allowance, and to restrict eligibility for the personal independence payment."


    Not actually about supporting disabled people into work and putting the resources needed behind it. It's about altering (read reducing) rates, stripping away support, and tightening up eligibility criteria to supposedly force people into work by stick regardless whether they can or not - all that will be decided in a strict assessment and if you're deemed able, then it must be so. Horrendous.

      @Mari Why is ir esa on there when everyone is supposed to have migrated by April 2O26? Presumably pip eligibility is still on there because it will be one of the amendments?

    The speed of our democratic government.

    The Universal Credit and Personal Independence Bill massively affecting the finances of millions of the most vulnerable people in the country. No public consultation, and will take about 2 months from 1st reading to Royal Ascent.

    The Renters Reform Bill affects the financial interest of many an MP and Lord. Multiple public consultations, so far has taken over 3 years from the 1st reading, might get Royal Ascent later this year.

    Here we go again in this absolute nightmare. 

    The whole thing should be scrapped and started again.

    The lack of consultations at every level the RUSH that has ensued. All because of Reeve's £5.5 billion deficit!

    This bill should never have been allowed to proceed and indeed they are making decisions in an afternoon changes of this magnitude should have been discussed over a period of months not hours!

    Here we go folks!

    We have battled along together throughout this at times disagreeing with one another and at times divided 

    However, we should all be proud that we have put a fight.

    It has more than took its toll on us all on top of whatever we have to live with. Indeed exacerbated our health 

    There are the MP's as listed above who KNOW the ramifications if the above amendments are NOT included. There are some passionate and caring MP's in the above list.

    Here is to hoping. For a miracle

    I see if the committee stage with the current ammendments takes until 7pm or later to complete. The commons will have no time for the reporting stage where the bill is supposed to be debated in depth and non government amendments can be tabled and voted on. So that is to be skipped. And there will be no time for the third reading debate where the bill as amended would be debated. So that will be skipped. And they will immediately do the third reading vote on the bill as ammended.

    Then the Speaker will decide if it is a money bill and the bill will go to the Lords.

      It really is a farce and worth bearing in mind the next time a government minister starts waxing lyrical about "our precious democracy". 

      I wouldn't be at all surprised if Hoyle certifies it as a money bill. He's shown before that he's only too willing to help the government out of a hole.

    It looks like the 38 page amendments are going to be a stich up performed by lawyers and civil servants that make the whole process of the rebellion into a toothless tiger revolt! I despair at the sheer dishonesty and collusion that is taking place but not surprised at all. This has all the hallmarks of more pain and disillusionment for the weak and disabled of the country and is a shameful rubber stamping in parliament of atrocity

    The one that worries me the most in my circumstances is the one that wants to make face to face PIP assessments mandatory (with very limited exceptions) I am firstly agoraphobic but my main problem is that when faced with a bully or someone who I perceive to have ulterior motives I can kick off and massively lose my temper. For these reasons I have always had paper based assessments although I have always had to fight for them. This amendment has been tabled by the same person who tabled the now removed amendment that proposed to bar people with depression anxiety or ADHD from claiming either PIP or the health element of UC. Nice people huh.

    All ammendments should be heard and mp's given sufficient time to debate on all of them, not just the few picked out.

    There is an amendment that would PROTECT THE UNIVERSAL CREDIT RATE for NEW CLAIMANTS. You can ask your MP to vote for this.

    Richard Burgon's amendment (2a)which would continue the level of the Universal Credit health element at £423.27 for all new claimants and not the proposed lower rate.

    [Please note, this amendment (2a) is completely different from amendment (2), so you do need to include the a].

      @robbie Thank you for this. Another sleight-of-hand tactic by this and preceding governments to ̶'̶r̶e̶f̶o̶r̶m̶'̶ slash disability benefits. 
      This whole process is flawed at it's very inception. Riddled with holes, such as (per your link) Steve Darling’s new clause to prevent the Bill from coming into effect until after Timm's review, but also crucially and logically doesn't require the findings of Timm's review to be included. You'd think that they're determined to obtain the same, original, result but jumping hoops to look good whilst doing it. 
      I despair at this Bread and Circus, politics for politics sake, and not one of them thinking about the fact that they got themselves into this corner with Reeve's self-imposed fiscal rules, but instead of making sensible changes, she insists on powering on to save face. Such casual cruelty.

    There's only one possible amendment. Ask your mp to vote to burn Trigger's broom, and introduce a new one, well designed and constructed using only the finest materials. Then sweep away the useless remnants of this government's welfare proposals.
