The DWP have published the results of a survey on the public’s attitudes to a worrying list of new powers it is considering acquiring, allegedly in order to combat fraud, error and debt in the benefits system.

The proposed new powers include:

  • Trained DWP investigators having arrest powers
  • Trained DWP investigators having search and seizure powers
  • Collecting information about where claimants are spending money
  • Collecting banking information as soon as fraud is suspected, rather than waiting for a criminal investigation
  • Asking banks to share information about accounts which look like someone may be committing fraud
  • Government organisations sharing data with DWP about claimants

The DWP research claims to show that a majority of the public were in favour of every one of these measures being introduced.

Even amongst a group of claimants, the DWP claim, more people considered the powers acceptable than found them unacceptable, with the exception of collecting information about where claimants are spending money. 

Given the levels of incompetence, data loss and unaccountability at the DWP, the possibility that staff could arrest claimants and seize their possessions is likely to alarm many readers.

Equally, the idea that the DWP could begin examining bank accounts and looking at how a claimant is spending their money merely because the they suspect fraud is a cause for real concern.

With the department increasingly relying on AI and algorithms they don’t fully understand to detect fraud, the possibility of claimants being wrongfully arrested and facing long and poorly resourced investigations seems real.

No legislation has yet been put forward by the DWP and many will hope that a general election intervenes and that these proposals never become anything more than the wish list of a failing department.

    I thought they already had those powers to sneak around our bank accounts? I am fully aware that when cash has been fully removed from society which they are currently doing right under our noses that they will see what we spend 'their' money on. We as the public in general are already being monitored via store loyalty cards, algorithms and so on. This is just the next step to hound us and make us feel even more stressed and mithered than we already do by these inhuman people who have no clue as to what its like to be reliant upon them. They are vile bullies as no one in their right mind would choose to live on health benefits by choice!

    The dwp can not believe they can actually succeed with their mindless law breaking, no court whether it be human rights or law court would allow any persons freedom of rights be invaded in such a scale, but then we are dealing with a tory government who seem to think they can surpass any law they think fit...

      @Ani D.  That is unbelievable. They are pushing people in to  taking their lives with the worry about the cost of living and how they will live. Worry causes stress which can result in death which seems is what they want so they don't  have to pay state pensions or benefits. have to

      @Louise Cassidy Yes, they once asked me for 3 years' worth of bank statements on a short deadline, which cost me about £25 while they halted all of my benefits for 18 months. I asked them to provide evidence of whatever it was they were accusing me of, but I had no right to that, apparently. 

      Turned out it was a clerical error on their part but the bullying continued until finally our MP intervened and forced them to restore my benefits as I'd been pushed to the brink of homelessness by their shenanigans. 

      No matter how many laws they violate, the DWP enjoy virtual impunity.

      @Louise Cassidy Correct. 
      A law came into being in the mid to late 90s. 
      Allowing certain Goverment Departments ie Customs, Excise, income tax and the DHSS (as it was then) .. to share info between them .. inclusive of the right to view bank accounts .. if they "deem it necersary." Therefore,  removing our right of/to .. universal "privacy rights" for all those who are on/rely on benefits of any form.

      I know this, as I was working within a Govt department at that time, listened to the discussions over it and watched it come into fruition.

    The trouble is this country has lost its way. It needs a 'Strong Leader' a "Man Of Vision" who can "Lead Britain To A Brighter And Better Future".
    'Strong Men' from history such as Vlad 'The Impaler' would 'Solve' the 'Immigration Crisis' and radically reduce the number of benefit claimants. Or the likes of Ivan 'The Terrible' could set up a network of 'Interrogation Centres' to combat "The Rising Threat Of Terrorism". With these measures and more 'our' govt could "Make Britain Great Again!"

    All the doctors tell them what the situation is and they still keep hacking and heckling unfortunate people. I know my situation is constructively terminal. I keep holding on to every straw to avoid the fate shared by my mum and brother. God bless their souls. If I ever come to this world again, I will make damn sure I take no handouts.

    I would like the consultation process to be made public. How many people were involved in the consultation? Which sectors of society were consulted and the range of ethnic origins. Also the income brackets. I suspect those that were consulted. If in fact a consultation took place, were ‘cherry picked’ to provide the desired answers. I am disabled and 73 years of age. These poets seem invasive and draconian. Because I receive benefits from the state, which I worked and paid into for many years, does not give private employees of DWP the right to investigate me without a significantly substantiated reason.

    Tax avoidance costs the UK £4 billion a year
    Benefits fraud costs the UK £65 million a year

    Now, which one would you prioritise

    This intention by DWP must be stopped at all cost, mainly because it is taking away our liberty and all claimants are made to feel that they are defrauding even if they are not.  Is this now turning into a communist country? In the first instance, if there are frauds then it is the result of incompetence of DWP. It proves that they did not bother to check the claimant's declaration and documents properly during the process.  The DWP should look at their own fraudulent system.

    I was accused if fraud.  I was saving using the shared ownership scheme for people with disabilities.  Specifically on benefit.  I was told i must save at least 16000 pounds.  So i did what they asked.  When i moved in the bull started.  It took almost 3 years to stop them gassling me.  They lost all my bank statements from all my accounts.  They threatened me over and over again.  Yet i followed all their rules.  Kept everyone informed.  It also took 3 years just so i could make the purchase due to their incompetance.  This new idea is shocking.  I cant imagine what they would of tried with me if this was possible.

    Will we ever have a government that has the sense to realise that we only have disabled citizens due to ableist discrimination, without which we would all be equal as just people , then jobs wouldn’t be lost for no reason people wouldn’t be abused in the streets, I know it’s a Utopian dream but make no mistake it’s not the disabled population that’s the problem it’s the government encouraged disdain for them.

    Perhaps I am not seeing the bigger picture in all of this but provided a person is not fraudulently claiming a means tested benefit then I do not see what the problem is in all of this.

      @Amanda How are disabled people who can not get to the bank to withdraw cash supposed to manage. It costs me £15 pounds to get a taxi to go to an ATM to withdraw cash

      @Stephanie The bigger picture as I see it, is that our right to privacy is completely violated. Our information will be in a very easily accessed public domain, which cannot be controlled. We are being treated as guilty before innocent. We are being dehumanised and discriminated against because of a disability and/or for being poor. If society wants transparency as to how money is earned and spent, then it should be the same for every last one of us. Perhaps then we would see where the true areas and scale of fraud is going on. Government and high earners would be a good place to start in my humble opinion. Big brother is already here and it’s only going to get worse as the banks strive to make us a cashless society - without any consultation I might add. AI will police every action we make and the already powerful and greedy will become more so. They are attacking the most vulnerable and increasingly gaining more control over all of us because they can. To illustrate my point,  poor, destitute Boris Johnson, living in a 3 million pound plus home, is currently having his legal fees for the Covid enquiry paid for by the state. Why? the majority of us (including the employed) cannot afford justice. Bankers got their inflated bonuses back. God bless them - they must have been struggling during this economic crisis. Monetarily I have nothing to hide but I take exception to the staff at the DWP NEEDING to know that because of my health conditions I have to purchase copious amounts of adult nappies every month! There is no shame in this I know but there is no dignity or privacy in collecting this kind of information! It is deeply personal and private! There in my efforts to prove a point I now have one less thing to hide! 
      I paid 30 years into the system before my health took  a nose dive - am I given a shred of dignity by them analysing my bank statements in this way? Why is there an assumption that I’m a benefit fraud because I don’t want to share this information? The people who need to know are trained medical professionals and this is covered in the PIP application - not by fraud investigators at the DWP. The application process is intrusive and dehumanising enough and they need to find a different way to tackle this issue. Being disabled, poor and vulnerable is frankly enough to contend with. We should have an equal right to privacy and data protection as much as the next person. For those of you who say what’s the problem if you have nothing to hide? I say that this is the thin end of the wedge. This is about how we are shaping humanity for the future. Allowing this scrutiny on the vulnerable and getting away with it gives consent to do it to the rest of the world as a whole, except of course for a small amount people with immense power. Human beings are flawed. Do you honestly trust them with that level of power? History proves that they don’t always make the best decisions.

    Yes fraud needs to be tackled, but where benefits are concerned fraud is so rare compared to the number of people who need this support.  How many people would actively 'choose' to jump through all the hoops already in place, to get just about enough money to survive?     

    The powers you are suggesting here would be in breach of so many Laws!  including human rights, disability discrimination, equality act, data protection, GDPR.  There would be uproar!   Even the police need a warrant signed by a judge, magistrate or justice of the peace, and have reasonable cause.  A judge would not sign that for someone who is considered vulnerable.

    The problem with surveys is 
    1) what percentage of the population is asked?  If 30 people are asked it doesn't represent "the majority of the public"  
    2) what is their background vs range of awareness of the given issue? - are they young healthy people asked or those with disabilities?  
    3) specifically how the question is phrased.   Was the question something like "Should we do x, y or z to tackle benefit fraud?"

    Where does this draconian rule come to an end, when all of the useless wastes of space disabled people are locked away in an asylum! 
    What happened to a “Great Country that is welcoming and diverse “ We are a country ruled by cruel out of touch individuals who are only interested in power and their own interests!!!
    Being disabled is not a chosen hobby, something that we do to be lazy scroungers from the state! 
    It’s painful, terrifying, annoying and dangerous in my experience.
    I was made disabled by a drug addict who attacked and mugged me, he’s given everything by the state easily and he was never convicted for what he did to me. But convicted constantly for his endless crimes. 
    I have to fight for the slightest bit of help and now they want to make our lives even more miserable by dictating what we are allowed to buy or have in our homes. 
    I worked hard all my adult life for the local government and when I lost my career due to no longer being able to work, the government have made me jump through hoops for the minimal benefits that I get. 
    I have not been entitled to the full cost of living payments and I barely scrap by each month. I have nothing to hide from them but the fact that they will have the powers to carry out these invasive procedures is just awful 😞

      @DOG It disgusts me at the amount  of wealth the Royals have  and the poverty that exists in this country. The Royals will indulge at Christmas while some families  struggle to put a meal on the table heat their home and buy presents for their children.

    IT is this constant  dividing the masses and then putting them against each other That is why we then get the answers that the government  want what ever colour flag they happen to wave Propaganda headlines Stating that the DWP hand out money by the bucket load and it is so easy to claim When we all know that is not the case Or stating the total amount of people on disability benefit without further information or comparison Let alone the language used in talking about such a vulnerable group of people Many of whom have paid their taxes before needing the help from the benefits system No all are tarred with the same brush and treated with distain by many As someone who was medically retired from work I have had many a filthy look or abuse With all this l rhetoric it has made it easier to gradually get to this point That it is ok to treat our vulnerable section of people this way and for many it is applauded and encouraged due to the constant drip drip drip of the agenda they are fed
