You will need to check that the council administrators who may well work for an outsourcing company such as Capita have calculated your bill correctly. You can do this by reading the CTR document from page 70 onwards.
Have they reduced your CTR by 20%? This should not happen as you are in the Support/LCWRA group.

I'm pleased to report that today I received a fresh Council Tax bill showing 'CTR - Vulnerable Adult' as previously, and better yet, 'NIL' to pay.

It would be a good idea to delve a little deeper and find out why. Is it because your Transitional Element is being counted as income or the disabled person's disregard has been reduced or the UC LCWRA element is being counted as income?
