It will primarily depend on the quality of their answers on the ESA50 and the evidence attached, also ATOS may contact the claimants GP fro more information. If the ATOS assessor is able to recommend an award based on what they have received then there will be no need for a face to face.
To a lesser extent it will also depend on the condition(s) that the claimant sufferers from, ones that are only likely to deteriorate are more likely to passed at what is called "scrutiny" than those where there is a likelihood of improvement.
