How can it be timebound (my appeal), when I have not been informed, in writing, of any decision?

A few points, you probably spoke to someone in the ESA Call Centre, the average knowledge of these people, at least in respect to ESA, is pretty low, so you cannot rely on what you were told. Secondly, the DWP have a bad habit of assuming letters mean things other than what they state, finally DWP letters are usually dated by the sender not the date they are printed, so I would not be surprised if you received a Decision Notice dated some time ago.

The normal time to lodge an appeal is based on the date of the Decision Notice, even if you are outside of the one month standard period you can still make a late appeal on the basis that you did not receive the written notice.
