Our recommendation is that you Appeal rather than ask for a Reconsideration, a Reconsideration will still be done and if it does not revise the Decision you may save your self several weeks and possibly months by going straight to Appeal rather than lodging one when you hear back from the DWP.
However, to answer your question, a Reconsideration or Appeal will be based on your showing that you meet the criteria for the Support Group, so your letter should explain how this is the case.
Have a look at our ESA Appeal guide

and the following FAQs
Is there any risk to challenging a decision?
How long do I have to appeal?
How to submit an appeal
