I personally have not heard of this before.
If ATOS felt that there was not enough information contained in The ESA50 to make a paper assessment of WRAG or SG, they could of asked you to attend a face to face and/or sent an ESA113 to your G.P.
Why would they send it back to The DWP for the reasons given ??
It sounds like there is some "book passing" going on.
This is why I advised that you should communicate by e-mail so that you had some paper written evidence.

You could ring the DWP 0845 number on any ESA letters that you have, where you will be connected to a Call Centre Responder.
You need to ask for an escalation to a Supervisor/Manager in The WCA Team at the Benefits Office that is dealing with your ESA, they should give you a call back.
You could also make a written complaint to The DWP :

Sending Documents to the DWP or ATOS
On the premise that ATOS are confirming that they have received your ESA50 by the deadline, and/or you have proof of this, either ATOS or The DWP must have, or have lost your ESA50.
In the mean time I would make a start on The ESA50, and return it by the deadline unless you receive written confirmation to the contrary.

Please proceed with caution, if you are not going to return the ESA50 by the deadline, you run the risk of being found fit for work on a technicality. This will mean that your benefit may cease, and even though you will have the right to appeal that decision, you would not receive any money whilst appealing and you would have to prove "Good Cause" for not returning the ESA50.
This can be most difficult to reconcile, to get your benefit reinstated.
I don't recall, but if this issue is as the result of you being transferred from IB, IS or SDA to ESA then it may be The IB to ESA Transfer Team that you need to speak to, if it is an ESA reassessment it would definitely be The WCA Team.
You really need something in writing off either of these, whichever is applicable.

Importantly, you need to start creating a paper trail now, laying out the problems that you have suffered thus far.
You could forward your written account to ATOS, The DWP and your M.P.
