Can a Landlord provide overnight care

I am unable to get him another place to rent that will take a pet and he is very limited choice where he can move to in accordance with his mental needs so I figured if I took on a mortgage near to where I live then there would be more scope. I need to be at his place overnight due to his medical needs.
You need to get face to face advice, we do not deal with this area of benefits.

However, in addition I would be very wary of entering into such an agreement, which would not be covered by any Housing Acts from my experience as a former Principal Housing Officer in local government, before I moved into welfare rights.
