DLA Care Needs Changed

So I am trying to decide whether or not it is worth while to complete both sections, when the person is already on high rate DLA mobility.
I'm thinking (1) Giving a description of mobility difficulties helps explain why care needs are high - poor mobility has quite an impact on need for care. On the other hand, there is a page for mobility indoors in the care section, so maybe that would suffice?
(2) Although already on high rate mobility, the person's mobility may well be poorer than when DLA was last assessed. If the mobility out of doors section is not completed might the DWP argue for inconsistency - i.e. presenting a deteriorated situation at mobility indoors, but not completing the getting around outdoors section therefore implying no change in that respect?
Any thoughts?

By providing information in the Mobility section of the form, the DWP will be required to re-assess the HRM award, so if you are going to do this, you need to complete it in detail and provide supporting evidence, otherwise you should consider marking it "no change or worse". Then it is up to the DWP to decide whether they need to information and whether they will look at the Mobility award.
