Yes, your son can make a claim for ESA.
Even if he does not have the necessary NI Contributions, (which it appears that he should have) for entitlement to Contribution Based (CB)ESA, he may be entitled to Income Related (IR) ESA.
He will first have to obtain a Med 3 fit note/sick note from his G.P., you can make a claim for ESA by filling in the ESA 1 Form online here :
www.gov.uk/employment-support-allowance/how-to-claim Once his claim is accepted, he will enter the 13 weeks assessment phase of ESA, and should be entitled to the assessment rate of ESA.
