As things stand, Mandatory Recons should not be applicable to ESA in its current form. (IR ESA or CB ESA)
Only where claimant's IR ESA is engulfed by UC, will Mandatory Recons affect them.
As you say, IR ESA was supposed to be taken under the UC umbrella from 28/10/13. However, UC is suffering major problems, and it looks doubtful that it will be fully implemented until 2015.
Therefore, Mandatory Recons will only affect IR ESA claimants on a case by case basis, if/when their IR ESA is engulfed under the umbrella of UC.
Of course, as UC is suffering problems, the government could always change legislation to cover ESA as it stands with respect to Mandatory Recons.
