"Employment Planning Review"?

I'm confused! Trying to help my brother with ESA - he got a letter from A4e asking ordering him to attend A4e for an "Employment Planning Review" on 19th (this some 6 miles from his home, by the way).

He called the DWP who confirmed that there is still no decision on whether he's in the work or support group and could only say that they couldn't explain it and told him to call the local job centre. I appreciate technically there's over a week until the appointment, but so far he can't get through and he get's quite anxious about this stuff which doesn't really help his condition - plus he wouldn't probably need to arrange support if he needs to go, so I wondered if this scenario is familiar to anyone and if we can shed any light on just what exactly is going on, or so it would appear going wrong?

I'm afraid that you have me stumped! Apart from having never heard of an 'Employment Planning review', I do not know why your brother might have been asked to attend one of these without a decision being made regarding his ESA claim!
