Hi,does anyone know if 'no' letters come from belfast and 'yes' letters come from england?

What I mean is,my friend was told today(by Belfast) that a decision had been made yesterday,and that the letter would be sent from England.She thinks that this might mean she got a positive decision as if it was a 'no',the letter would have come from belfast.Is this the case?

I would not think so and the reason for this, is all my yes letters were from Belfast.
