Forgive me if I don't look for the decision, but an appeal tribunal made it clear some years ago that the cooking test was a hypothetical test designed to show the level of care needs. It is not that you get lower rate care to provide specifically for help with cooking a hot meal (although you may use it for that).

I know that in the early stages of introducing the idea of PIP, the government spoke of getting rid of lower rate care, but I don't know what they are now saying.
