In general, we advise people to go straight to appeal rather than asking to have a decision looked at again first. This is because the success rate for revisions is very low. In addition, if you appeal, then a revision will be carried out automatically as part of the appeals process.
The next step would be ask the DWP what has happened to the payments of ESA for the period from 6 December 2008 to 23 July 2009, as you were obviously entiled to ESA for this period according to the Secretary of State's own submission.
