PIP Phone Assessment done was created by R J Bar

So my PIP Phone Assessment was done last Friday. Phoned today to request copy of the report and dont know what to make of the choice of words from the call handler:

"So the decision maker doesnt need to follow the recommendations, but in this case, its going to give you a fair indication of the decision"

Dont know whether to take that as positive or not...

You cannot tell from the call handler's comments, one way or the other.
