There are no 'guides' on driving. Unfortunately, a lot of people do get penalised for driving.

It is this second bit that I think PIP assessors tend to assume that if you drive, you can control the car if you have a blown-out tyre or go into a skid, which could require upper body strength. Not arguing against your view - just what I think their attitude is.
