I'm unsure with ESA tbh, I don't have any experience with it, so will have to be one of the other mods (or another claimant) who can possibly help you with this. They should be online at some point soon. I will keep a check on your post though, and if no response in a day or two, I'll flag it as needing a response.

There are two Exceptional Circumstances Regulations, 29 and 35 for legacy ESA and 25 and 31 for New Style ESA. The first Regulations are in regard to Limited Capability for Work and the second ones are for Limited Capability for Work Related Activity.
In both cases, you must show a specific disease or bodily or mental disablement that would cause the substantial risk.

There have been no changes to either set of Regulations since 2013.
Remember, these are called the Exceptional Regulations for a reason, you must prove your case from scratch there will be no assumption of ongoing limitations.
