Winter Fuel Payments are not something that we deal with !
However, my reading of eligibility for it, is that is dependent on your age, rather than any other "Benefits" that you are being paid.
If you have any doubts about your eligibility, you can ring The Winter Fuel Payment Helpline on 0845 915 1515.

Gov.UK Winter Fuel Payments would certainly not have any adverse effect on your DLA, and there would be no need to inform DLA regarding them, or the deferral of your State Pension.
DLA is a standalone "benefit" and payment is not affected by receipt of any other "benefits" nor is it liable to a means test with respect to household income, capital, assets and savings.
