The good news is that you are not alone in this situation, however, the bad news is that I do not think you will be able to pre-empt when you will be invited to claim PIP!
The DWP ran trials in two postcodes in July and September for the transfer of claimants with indefinite awards, but they now seem to have started a national roll out, with claimants being chosen at random.
All we suggest is that you are as prepared as possible for when you receive an invitation to claim PIP, by being as familiar as you can be with the criteria against which you will be assessed, these are quite different from those that resulted in your current DLA award.

she wasn't happy about that, so asked to speak to a more senior person, & that person said, yes of course, all you have to do is make a completely fresh claim & he'll be considered for pip.
but my suspicions when the family told me this, were that they were just likely fobbing her off & trying to get her off the phone...so we're waiting to see

It was the case that you could only elect to claim PIP if you had an existing DLA award if you were in an active postcode, but as of July this is no longer the case as all postcodes are active.
It should just be a case of making a new claim for PIP, but they need to be aware that the intention of PIP is to reduce the disability budget by 20% so many DLA claimants will receive reduced or even no award at all. Once a DLA claimant makes a claim for PIP then they are committed to the process and cannot retain their existing DLA award.
