On income based JSA, to apply for income based ESA

Universal Credit currently has a list of people who cannot claim it that is at least five times longer than those who can, it includes those on or about to claim ESA, based on their current progress ESA claimants won't have to worry about UC for several years.

Only Income Based ESA will be moved to UC but this will not happen for some time, if you are declaring yourself unfit for work then you are barred from claiming UC at the moment.
