My relative will be 64 in October this year and his ESA is due for reassessment then too. Is that right he could transfer fully over to pension credit without penalty when reassessment comes around? He is on ESA contribution rate after being transferred for IB 2yrs ago.

We do not advise on Pension Credit, which is an "Income Related" "benefit".
Age UK or the like should be able to advise them on any potential eligibility, and what is the best option for them taking into account their personal and financial circumstances.
