I am afraid that ATOS/Capita can and do cancel PIP consultations as described by you.
It is common practice to double book appointments to ensure that they have a constant flow of claimants to assess.
As you say, if you "give up", they win !!!
You should contact your M.P. and complain, especially since the Government have been stating that The PIP Assessment process is now being carried out much quicker :

You are correct in that if a PIP claimants fails to comply with a PIP face to face assessment twice without "Good Cause" their PIP claim is disqualified.
