What is the criteria/thinking behind this re PIP:

11 e. Cannot undertake any journey because it would cause overwhelming psychological distress to the claimant. 10 points


Would this be for example using public transport/walking about town doing so would have said person in a high state of anxiety/stress/fear?

Hi C123,

Yes, you are thinking along the right lines, someone may suffer severe panic attacks, etc.

The wording of the descriptor is important, i.e. "overwhelming psychological distress"

11E. "Cannot undertake any journey because it would cause overwhelming psychological distress to the claimant.

For example: may apply to claimants who are unable to leave the home at all, even if they are accompanied.

It does not apply to claimants who are able to leave the home with someone with them to provide reassurance as this is covered by descriptor B.."


From :

"3.5. Mobility activities" Page 114 of the most current PIP Assessment Guide dated 27/05/14.

So this could apply to someone with severe Agoraphobia as well.

It's also covered (with a cautionary alert regarding the latest PIP Assessment Guidance as seen above) from Page 49 onwards of our : PIP Claims Guide. (2nd Link on page)

So the description I give would only apply to those that basically never leave the house? As cannot undertake any journey without overwhelming psychological distress seems....

I for example require private transport to and from a place of work/study every day. I also find it VERY tough within crowds of say a couple of hundred. So much one day I avoid half because of the layout and how narrow the room is I simple can't handle it.

I am on CONSTANT alert to get out and thus require a recording device. I sit and scan EVERYBODY .

Hellish to be honest but the other side of the coin is confine myself within four walls and drink my life away...

Keep swaying with closing my DLA claim and going for PIP.

However I don't know if the DWP would say well because I can physically attend and be around many people I don't qualify. Yet I think the criteria is meet with what goes inside my head!

Hi C123,

As you know, we cannot advise you regarding "going for PIP" any further than we have already.

Steve advises in our PIP Claims Guide that one should explain their limitations with regards to this descriptor as best you can, and challenge if necessary.

So there is no guarantee at all that The DWP will accept that you score points on this descriptor.

The PIP legislation and descriptors are so new that there is yet to be any pertinent case law on them.

This will only occur when relevant appeals go through The FTT and end up at The UTT.

This process will take some time.

I can fully sympathise with all this.

I have just been turned down on my Mandatory Reconsideration for PIP based on not getting enough points in the Mobility section despite suffering agoraphobia.

I am going to appeal via the Tribunals.
