There is a qualifying period, both backward and forward (3 months and 9 months), but it does not operate in the way you think.
To make anew claim for PIP today (8 July) you need to have been needing assistance with your Care and/or Mobility since 8 April and expect to needing help until 7 April next year.
So you need to have met the qualifying period before you can make the initial claim for PIP, if you did not then your claim may be refused or your award may be put back by three months.
