I strongly recommend that you seek advice. If after seeing an adviser you decide you do not qualify you can withdraw your appeal. You should bear in mind that at the appeal they can reduce your claim, although this is rare and they should warn you if this is likely to be the case so you have the chance to withdraw your appeal. You should consider whether you have a clear entitlement to the high rate mobility and low rate care and if you have evidence of this.
I did ask CAB if I should appeal and they said yes as the mobility had just been raised from lower and they said it was unlikely it would be revoked. The lower care is pretty certain that I will not lose that.
