Please could you confirm if accrued unspent IR ESA payments are treated by the DWP as savings/capital (in relation to both ESA and Housing Benefit), and are therefore subject to the permitted limits. If this is the case, please could you direct me to where I can find/view the specific dwp document which states this. Secondly, are unspent PIP payments also regarded as part of ESA savings limits. thanks
