ESA50 01/13 "No" or "It Varies"

I'm in the process of filling in the above form - was placed in the Support Group for 2 years after a face to face assessment in November 2011.
Could you please adivse me regarding the "No" or "It Varies" tick boxes please.
There seems to be more "It Varies" tick boxes in the ESA50 01/13 than in the ESA50 03/11 - am I correct in saying?
I have fluctuating conditions - so is it best to:
Tick "No" and state that due to not being able to do a task repeatedly, safely, etc, etc that I consider that I cannot do it.
OR
Tick "It Varies" and enclose additional sheets explaining why it varies due to fluctuations.

The first thing to say is that you are entitled to be assessed on how you are for the majority of the time, of course you may still vary within this limitation but it should be easier to describe.
Secondly, you do not need to use the tick boxes if you feel they do not accurately represent how you are affected, simply mark the form "see below" and then explain in more detail in the comment box.
As you have already highlighted, any task must be completed safely, reliably and repeatedly.
Safely - If you suffer significant discomfort or breathlessness while performing a task then your capability should be limited to the point where you are affected.
Reliably - If you cannot perform a task to the same degree every time then your capability should be limited to the point where you can.
Repeatedly - If you can only perform a task once, or can only repeat it after an unreasonable rest period then you should not classed as being able to perform the rask.

I've nearly completed the form with (50 additional pages)! Posting it tomorrow.
I was just having a last minute wobble earlier, this whole process gives you paranoia!!
