Just a general enquiry, with the pip face to face assessment I understand that if they have enough evidence they can do a paper assessment. What sort of evidence are they looking for to give it the best chance? Also, do atos and capita have to follow the same dwp guidance ?

In order for a claimant to avoid a face to face assessment they would need to provide sufficient evidence for ATOS/Capita to make a recommendation on an award and for the DWP to be able to make a Decision on the claim. There are some obvious examples, a double leg amputee ought to qualify for the mobility component without question, it is probably less clear for the care component, but someone unable to feed them themselves for obvious reasons should qualify.

If ESA is anything to go by, not having a face to face assessment, for some may not be to their advantage, as it may result in a lower award than they are actually entitled to.
