just re read your original post where you say

"The thing is my condition has become worse over the last 6 months and I cannot go out alone"

Based on that IMO your wording is that you need someone with you not that you cant walk and in that case my money is on them saying lower is correct

I forgot to mention that when my condition became worse some months ago I applied for a blue badge (as I cannot walk or sit without pain )and recieved one.
