It is unusual for the DLA Unit to instruct an appellant to submit a new claim while an appeal is outstanding.
The only situation that may arise, would be if you had since the date of decision on your original claim, given notice that your condition had deteriorated further. As the appeal tribunal can only take into account an appellant's circumstances down to the date of the original decision, any change of circumstances after that date must be the subject of a new claim in accordance with the Social Security Act 1998.
If you have notified a further change of circumstances, this would be the reason why the DLA Unit may have been in touch with you? Other than that, there is no logical and obvious reason why you have been told to claim DLA again?
