  			 				With regards to the migration deadline, is the date on the letter the final day you can make a submission, or is it the day before?
 
Also, is there a daily deadline? For example do have to submit the form before a certain time in order for it to count as being submitted that particular day, or can you submit at any time before 00:00?

If it was the day before then the letter would say the " day before ".
A day ends at mid-night so I suppose that would be the " daily deadline " you refer to.

The letter says 'by' a certain date, not on, so I'm still none the wiser. If someone says to do something by 3pm, that usually means that anything post 3pm is late. Likewise, to be asked to do something by the 20th in my mind means it has to be submitted before.
 
I'm not sure your answers were really that helpful in terms of clarification and reassurance. I get that you don't know and that the questions are annoying, but I feel like you were being quite condescending here.

To do something by the 20th includes the day of the 20th. For instance the HMRC may advise you to phone them before the end of the Tax Year on the 5th April. That includes the 5th April.
