Would anyone happen to know if PIP can be claimed by someone who doesn't have a NINO? Asking on behalf of one of the Windrush children, part of the generation who have grown up in Britain but are 'lost' administratively and are without citizenship, passport or National Insurance. One of the people who should be covered by the Windrush compensation scheme.
Your question is outside the remit of this forum - but I went to the government website to see if I could find anything.
