I have also requested the HCP report following Pip assessment for my son. I was told exactly the same that have to wait until DWP have made their decision before they will release this.

exactly the same problem refusing to issue assessment report until decision is made.

As the report is important information in regard to what will be put in front of a decision maker/Case manager. The report is important due to the time restraints for requesting a mandatory reconsideration. The report is vital as more disabled people are having to challenge the content of reports put forward by Capita & Independant assessment services (atos).
