Don't worry, sometimes when people communicate, especially when it's in a format like a forum, we assume that the other person knows what we are talking about, sometimes they do and sometimes they don't and it can lead to confusion.

Just had the tribunal on phone,Judge as requested further information before deciding
his decision on allowing appeal.Given me 14 days to respond .

So you need to write to the TS explaining why you believe a Set Aside would be appropriate based on the report being withdrawn.
Be aware the two weeks is for the TS to receive the information so allow for postage time.
