The Going Out descriptor is concerned solely with your ability to plan a route and then to follow it, the reason for the journey is not important and your ability to physically traverse the route is not considered as this is covered under Q14 Moving Around.
The problems you mention would seem to be relevant to Preparing Food, Washing and Bathing and Dressing and Undressing, there may be others that would be relevant as well depending on the extent of your problem.
