If you do want to challenge the Care award then ideally you should request a Mandatory Reconsideration within on month of the date of the Decision, however, you can make the request later providing your can show Good Cause why the request is late.
You need to be aware that an MR is a full review of your claim (both components) and whilst the risk is usually low, the DWP can reduce or remove your existing award.
