Mods finish answering queries at 4PM, Gordon and I are discussing other issues.
As far as I am aware, whether you are referred is dependent on how long is left of your prognosis.
I believe that you can be referred when only 6 months is left of the prognosis.
Gordon may choose to answer your query at 8PM.

The DWP have moved the goal posts on a number of occasions, this is an Operational Decision not a legislative one, so they need no additional authority.
The latest guidance for Work Programme Providers suggests that the upper limit is a 12 month prognosis

but I have seen DWP documentation that refers to those with an 18 month prognosis being included.
Also the documentation only refers to the prognosis resulting from the WCA, we know of a number of members who have spent some of their time in the WRAG under their local JC+ and have then been forwarded to the WP, so I think it reasonable, as Bro suggested that they may also take into account the remaining time on the prognosis. Unfortunately, the DWP take the view that all claimants will be able to work at the end of their original prognosis, ignoring of course he significant number that are in actual fact found to be still unfit for work on re-assessment.

From this FAQ : Work Programme
It confirms that as from mid Nov 2012 you can be referred to The Works Programme if you have 12 months or less until your next reassessment.
