It is not clear from your post whether or not you used our : PIP Claims Guide. (2nd Link on page)
If you didn't, it may help if you read through it.
It may also help if you take our : PIP Self Test whilst being very strict on how you score yourself.
If you feel that you really should have received a PIP Award, you have little to lose, as it seems that you did not receive any PIP award at all.
You would first have to make a written request for a Mandatory Reconsideration (MR) within one month of the date of the PIP Decision letter that you have received.
