The DWP should issue The BF223 Form first to give you the opportunity to state your case for non-attendance.
The DWP should then consider your reasons for non-attendance and decide whether you have shown "Good Cause".
Of course, ATOS could yet come back to you with a fresh appointment, so it may not get to the stage above.
