Hi I've been on esa for 10 months and am still only getting £70 per week isn't this meant to go up after 13 wks

This can be done quite easily by following the instructions on this FAQ :

You should only be in The Assessment Phase of ESA in receipt of Assessment Rate ESA (currently £72.40) for around 13 Weeks.

Unfortunately, due to the huge backlogs with ESA WCA Assessments, many claimants have been in the Assessment Phase in excess of 12 months.

Once a decision is made, if you are placed into The WRAG or The Support Group, (SG)payment of the extra WRA or SG Component will be backdated to the start of Week 14 of your claim.

That of course is not much help in the mean time, and if you are suffering financial difficulties due to the delay, you could contact your M.P. who may be able to expedite an assessment.
