The DWP only require notification of an Enhanced Daily Living award to start payment of the EDP, there is no input required from the claimant. It should say what you are being on the latest payment breakdown letter in regard to your ESA. Payment would have started from the same date that your PIP award did, so may account for the one-off payment you received.
To "live" with other people and for it not to count, if they are not themselves disabled, would require you to have separate rent agreements and rooms, if you are living with family then I think it unlikely that you will qualify but as I said you have nothing to lose by applying, the IS10 is only a short form.

It's all very confusing. I also got an ESA letter saying my ESA was going down to fifty-something pounds from April onwards- i have no idea why that is either?! Is that because of global changes to ESA?

I'm afraid you will have to chase this with the DWP, there is nothing happening in April that would result in your ESA payments going down.

Hi Gordon/mods,
Sorry to bother you again. I've checked and my ESA stays at £72 and then goes down for no apparent reason for May 2015 (no idea why!). I'm not sure I haven't been given the Enhanced Disability Premium? (I am on Enhanced Care PIP.) Is this because I am on Assessment Rate ESA and not in the post-assessment Support group?
