You are correct, IS is not payed with ESA, it has been replaced with Income Related (IR) ESA.
ESA recipients that are entitled to IR ESA, may also be entitled to "Premiums"

Some claimants that are being paid Contribution Based (CB) ESA, may also be paid IR ESA top-ups, as they are entitled to "Premiums"
One would expect to have to fill in an ESA 3 Form, for financial assessment for entitlement to IR ESA.
You could ring up and query whether the IS10 has been sent out in error, or it may be best to simply fill it in and return it by the deadline.
